Distracted by noise

I find if there is any noise in the environment I cannot seem to tune it out. A barking dog, even a long way away, someone talking loudly, morons who love power tools - guy next door is either mowing, trimming or leaf blowing.
I use noise cancelling headphones, but not always convenient.
It isn't painful, it just grabs my attention. For the last few nights the dog next door has woken me up barking for a few minutes and then I can't go back to sleep.
Other people seem to be able to filter out annoying sounds - I feel I must be more sensitive.
